It was to be an all-weather, carrier-based\u00a0<a title=\"Stealth aircraft\" href=\"https:\/\/en.wikipedia.org\/wiki\/Stealth_aircraft\">stealth<\/a>\u00a0bomber replacement for the\u00a0<a title=\"Grumman A-6 Intruder\" href=\"https:\/\/en.wikipedia.org\/wiki\/Grumman_A-6_Intruder\">Grumman A-6 Intruder<\/a>\u00a0in the\u00a0<a title=\"United States Navy\" href=\"https:\/\/en.wikipedia.org\/wiki\/United_States_Navy\">United States Navy<\/a>\u00a0and\u00a0<a title=\"United States Marine Corps\" href=\"https:\/\/en.wikipedia.org\/wiki\/United_States_Marine_Corps\">Marine Corps<\/a>. Its\u00a0<i>Avenger II<\/i>\u00a0name was taken from the\u00a0<a title=\"Grumman TBF Avenger\" href=\"https:\/\/en.wikipedia.org\/wiki\/Grumman_TBF_Avenger\">Grumman TBF Avenger<\/a>\u00a0of World War II.<\/p><p><span style=\"font-family: Karla, Arial, Helvetica, sans-serif; font-size: 14px; font-style: normal; font-variant-ligatures: normal; font-variant-caps: normal; font-weight: 400;\">The development of the A-12 was troubled by cost overruns and several delays, causing questions of the program's ability to deliver upon its objectives; these doubts led to the development program's cancellation in 1991. The manner of its cancellation was contested through litigation until a settlement was reached in January
